Overall, bank balance sheets showed roughly similar shares of intra-financial exposures and exposures to nonfinancial businesses or individuals in the precrisis period. Figure 3.2 shows the aggregate bank balance sheet of the EU banking sector as of end-2006.3 Loans to customer accounted for only 53% of total assets, while loans to banks and financial assets measured at fair value—mostly vis-à-vis banks or other financial institutions—comprised 37% of total assets. A similar pattern can be observed on the liability side: The amounts owed to customers (38%) only slightly exceeded the amounts owed to banks and issued debt certificates (34%).
